This month, Canada's new national VOC rules take effect — while on the other side of the border, it seems the EPA won't have its long–awaited new national rule any time soon. Here's a quick summary of where VOC limits stand today.
EC (Environment Canada) — national VOC limits effective September 2010 include:
- flat intermediates/topcoats: 100 g/l
- non-flat intermediates/topcoats: 150 g/l
- high gloss coatings (70+ units at 60°): 250 g/l
- floor enamels: 250 g/L
- some high temperature coatings: 420 g/L
- industrial maintenance coatings: 340 g/L
- lacquers (including lacquer sanding sealers): 550 g/L
- specific varnishes: 350 g/L
- specific primers, sealers and undercoaters: 200 g/L
- quick dry enamels: 250 g/L
- interior wiping stain: 250 g/L
US Nat'l AIM Rule:
- 250 g/l flats; 380 g/l non-flats including high gloss
CARB (California Air Resources Board)
In 2007, CARB revised the AIM Coatings Suggested Control Measure (SCM) that will serve as a model AIM VOC limits rule for the individual California air districts. By the end of 2010, seven California air districts will have adopted these limits (50 g/l for flats; 100 g/l non-flats; 150 g/l non-flat high gloss). Other California air districts may choose to observe the 2000 CARB AIM Suggested Control Measure (100 g/l flats; 150 g/l non-flats; 250 g/l non-flats high gloss) or they may choose to follow the National AIM Rule.
OTC (Ozone Transport Commission: CT, DE, DC, ME, MD, MA, NH, NJ, NY, PA, RI, VT, and VA)
Current rules follow CARB's 2000 Suggested Control Measures (100 g/l flats, 150 g/l non-flats, 250 g/l non-flats high gloss), but they're currently developing the "Phase II" OTC Model Rule based on the more stringent 2007 CARB SCM (50 g/l flats; 100 g/l non-flats; 150 g/l non-flats high gloss) with a compliance deadline of 2014.
LADCO (Lake Michigan Air Directors Consortium: MI, IL, IN, WI, and OH)
In 2009, VOC limits based on the then-current OTC measures (100 g/l flats; 150 g/l non-flats; 250 g/l nonflat high gloss) were implemented by Ohio and Illinois; this month, Indiana is scheduled to adopt a rule similar to OH and IL; and as of August 2010, Michigan was still deliberating and Wisconsin is waiting for lower National AIM regulations.
SCAQMD (South Coast Air Quality Management District: Los Angeles area)
July 2008 rule set a limit of 50 g/l VOC across the board for flats, non-flats, and high gloss paints.

Genesis Coatings
Genesis Coatings (Vista, CA) now has an approved product with MPI.
Their GCP 1000 meets the requirements for MPI #105 Graffiti Protection Top-Coat as well as
MPI#105 X-Green Graffiti Protection Top-Coat. Founded in 1989, Genesis Coatings produces a wide range of
VOC, LEED and SCAQMD compliant coatings and cleaners for industrial, architectural,
OEM, theme, anti-graffiti and floor applications. Products are sold through distributors
in the US, Canada, Mexico, and China.
Verda Paints
Verda Paints (Woodbridge, ON) now has an approved product with MPI.
Their Eco-Brite Washable Flat meets the requirements for
MPI #143 Latex, Interior, Institutional Low Odor/VOC, Flat (MPI Gloss Level 1).
Established in October 2007, Verda is a family-owned paint manufacturer with a
history in the paint contracting business, now providing optimum quality indoor and outdoor paint products.
Out with MPI#7, and in with a new #5
MPI has decided to delete #7 Primer, Oil for Exterior Wood.
We'll now include this product family under MPI#5 Primer, Alkyd for Exterior Wood,
which has been re-written to encompass oil technology and is now appropriately re-named Primer,
Alkyd/Oil for Exterior Wood.
For those who specify MPI's Paint Systems: in the ASM manual, you'll find references to #7 throughout the systems for exterior wood; in the Repaint Manual, #7 is in REX 6.2K under Dimension Lumber; and 6.6C and 6.6D under Wood Shingles and Shakes — but fortunately, all systems that reference MPI #7 are written as an "either/or" with either MPI #5 or MPI #7 as the primer for the mid-coat and topcoat. For example, System EXT 6.1C Solid Color Stain for glue–lam beams and columns is listed as Alkyd Primer #5 plus two coats of MPI #14 Solid Color Stain, with a second option for Oil Primer #7 plus the same two coats of MPI #14 — but all still referred to as system EXT 6.1C.
